Is it illegal to tape shows from tv onto a vcr tape?

in the UK it used to be a very big grey area. I remember reading the official rule was you could have a film/tv show taped IF... you only kept it for 14 days..or was it 28 days.. but no one used to take any notice lol we have a show tapped from like 23 years back :P
