Question about dog pooping on the sidewalk?

My dog once pooped in front of a resort (on the sidewalk ) and i cleaned it up and watchman of that resort saw that .Now whenever my dog stops in front of the resort,that watchman gets angry at my dog and ask me to take the dog away. My dog actually stands there just to sniff. Also,that sidewalk belongs to the town,not the resort owner.Then why is yelling when my dog just stands there?
